Xoom is a PayPal service for sending money internationally, supporting bank deposits, cash pickup, and mobile top-ups in dozens of countries.

What is Xoom?

Xoom was founded in 2001 as an international money transfer service designed specifically for the immigrant remittance market — people sending money from the United States to family members in Mexico, the Philippines, India, Brazil, El Salvador, and dozens of other countries. The platform built a reputation for fast transfer speeds, competitive exchange rates, and delivery options that matched the receiving country's infrastructure, including bank deposits, cash pickup at partner locations, and mobile wallet top-ups. PayPal acquired Xoom in 2015 for $890 million, recognizing its strength in cross-border payment flows that PayPal's own platform handled less elegantly.

Xoom's transfer infrastructure connects sending customers in the US (and increasingly Canada, the EU, and the UK) to payout partners in receiving countries worldwide. The routing of a transfer depends on the destination country, the receiving method chosen, and the amount — different corridors use different partner banks, cash networks, and mobile money operators. Exchange rates are locked at the time of transaction, and Xoom takes a spread on the currency conversion in addition to any transaction fee. The speed of delivery varies by corridor and method, from near-instant for some mobile wallet top-ups to one to three business days for bank deposits in certain markets.

Xoom outages affect a customer base that is often sending money for time-sensitive reasons — rent payments, medical expenses, or family emergencies in the recipient country. Transfer initiation fails when the payment processing backend is degraded, leaving customers unable to complete a send they may have already started. Funding source debit failures prevent the customer's bank account or PayPal balance from being debited, stalling the transfer before it enters the payout network. The mobile app loses the ability to initiate new transfers or track the status of in-progress transfers. Exchange rate display failures mean customers cannot see current rates before deciding whether to send.

Outage.gg tracks Xoom platform status using real-time community reports from senders across the US and other originating markets. If Xoom transfers are failing, the app is down, or payouts are delayed, the live status page shows current reported impact.
