Puget Sound Energy is Washington State's largest electric and natural gas utility, serving about 1.2 million electric and 800,000 gas customers primarily in the Puget Sound basin — the region west of the Cascades including suburban King, Pierce, Snohomish, and Kitsap counties. PSE operates in one of the most storm-active utility territories in the Pacific Northwest, where wind events with sustained gusts above 60 miles per hour are a regular feature of the fall and winter weather season. Wind is PSE's dominant outage driver, with the October 2021 bomb cyclone and similar events causing widespread simultaneous outages across the service territory. Fallen trees — a consequence of the region's heavy tree canopy — are responsible for the majority of outage events, and significant storms can generate thousands of outage incidents simultaneously. The PSE outage map aggregates these incidents and crew dispatch data to give customers a real-time view of restoration progress, handling large concurrent traffic loads during and after major wind events.

PSE portal problems follow patterns recognizable across large utility platforms. The login system accepts valid credentials but fails to complete the session redirect, landing users on error pages rather than their account dashboard. Bill payment forms complete all entry steps but return processing errors at confirmation, without receipts and without clarity on payment status. The outage map loads the Puget Sound area base layer but does not populate the reported incident markers and polygons, so the map appears quiet during an active wind event with thousands of customers affected. The PSE mobile app can fail to load account data after launch, showing a persistent loading indicator that never resolves.
