Oncor is the largest electric distribution and transmission company in Texas, delivering power to about ten million customers across the northern portion of the state — including the Dallas-Fort Worth metroplex, West Texas, and portions of eastern and central Texas. Oncor is a regulated delivery company, which means it does not sell electricity retail but instead delivers power through lines that retail electric providers use to serve their customers. That structure makes Oncor's digital outage reporting system particularly important: it is the primary channel through which customers communicate directly with the company that physically maintains the lines, regardless of which retail provider they purchase electricity from.

The Oncor outage center map has become one of the most watched utility tools in Texas, particularly after Winter Storm Uri in February 2021 exposed serious vulnerabilities in the state's power infrastructure. During that event, tens of thousands of customers simultaneously attempted to report outages and check restoration status, placing extreme concurrent load on the outage map system. Oncor has invested in improving the resilience and accuracy of the outage center since then, including improving estimated restoration time precision and the real-time integration of crew dispatch data.

Oncor's digital platform failures tend to cluster around the outage reporting and tracking functions, since the company's customer portal has a narrower feature set than full-service utility portals — billing is handled by retail electric providers, not Oncor directly. The outage map can fail to load the incident data layer while still rendering the Texas territory geography, creating a false picture of no active outages during storm events. Outage report submissions can stall mid-form or return errors after submission, leaving customers uncertain whether their report was received. The Oncor app on iOS and Android can fail to authenticate or display location-specific outage status during backend degradation.
